🛡️ Anthropic Risk Designation and OpenAI Agreement

Anthropic Supply Chain Designation: On February 27th, Secretary of War Pete Hegseth directed the Department of War to designate Anthropic a supply chain risk. This action follows months of negotiations that reached an impasse over two exceptions requested to the lawful use of its AI model Claude: the mass domestic surveillance of Americans and fully autonomous weapons. Anthropic stated that it has not yet received direct communication from the Department of War or the White House on the status of its negotiations. Anthropic has supported American warfighters since June 2024 and was the first frontier AI company to deploy models in the US government’s classified networks.

Anthropic Issues Public Response: In response to the designation, Anthropic issued a statement describing the action as unprecedented. The company stated: "Designating Anthropic as a supply chain risk would be an unprecedented action—one historically reserved for US adversaries, never before publicly applied to an American company." It will challenge any supply chain risk designation in court. Anthropic also provided assurances for customers, noting that access for individual customers or those with commercial contracts to Claude through the API, claude.ai, or any products is completely unaffected. OpenAI Reaches DoW Agreement: After the designation, OpenAI reached an agreement with the Department of War to deploy its models in their classified network. Sam Altman stated: "Two of our most important safety principles are prohibitions on domestic mass surveillance and human responsibility for the use of force, including for autonomous weapon systems. The DoW agrees with these principles, reflects them in law and policy, and we put them into our agreement. We also will build technical safeguards to ensure our models behave as they should, which the DoW also wanted. We will deploy FDEs to help with our models and to ensure their safety, we will deploy on cloud networks only."
